DIRECTOR-GENERAL

Mr. Manfred Seitz

  • Under the overall supervision of the President and the Secretary of the Danube Commission ensures the activity of the Secretariat, coordinates the work of functionaries and employees and assumes responsibility for the accomplishment of all tasks facing the Secretariat of the Commission.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the President and the Secretary; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Takes initiatives at the meetings of the Representatives and experts.
  • Ensures and coordinates cooperation of the Secretariat with international organizations.
  • Appoints and dismisses employees of the Secretariat, taking account of the equal distribution of positions among the Member States of the Danube Commission upon their appointment, bearing in mind their proposals and considering the need for efficient use of financial resources.
  • Performs other tasks of the Secretariat of the Danube Commission and handles assignments of the President and the Secretary.
DEPUTY DIRECTOR-GENERAL FOR ADMINISTRATIVE AND FINANCIAL AFFAIRS

Mr. Csaba Pákozdi

  • Works under the supervision of the Director-General of the Secretariat.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Participates, in coordination with the Director-General, in international institutional cooperation.
  • Prepares documents on matters related to the financial activity of the Danube Commission, development and execution of budget, financial and accounting operations.
  • Responsible for accounting and appropriate expenditure of funds; maintains accounting of material values of the Commission.
  • Ensures control and registration of the incoming accounts; in liaison with the Counsellor for International Cooperation and Public Relations, calculates costs of the Danube Commission’s publications.
  • Responsible for the accomplishment of administrative and technical tasks related to the procurement, maintenance, reparation and safety of property of the Danube Commission, usage of computer equipment and telecommunications (telephone, fax, internet).
  • Organizes and controls administrative and technical activities associated with the organization of sessions, meetings and other events of the Commission, organizes inventory of the Commission’s property and participates therein.
  • Makes, in his area of competence, proposals to streamline activities of the Secretariat of the Commission and to modify its internal organizational structure in the interests of the fullest and the most effective accomplishment of the tasks and objectives assigned to the Secretariat in light of the provisions of the Convention on the regime of navigation on the Danube and agreed decisions in the framework of the Preparatory Committee on the revision of the provisions of the Belgrade Convention.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General. Liaises with the Chief Engineer on the procurement of computer equipment.
DEPUTY DIRECTOR-GENERAL FOR LEGAL AFFAIRS AND HUMAN RESOURCES

Mr. Vilen Murzac

  • Works under the supervision of the Director-General.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Replaces the Director-General in case of his absence on matters in his area of competence.
  • Participates, in coordination with the Director-General, in international institutional cooperation.
  • Prepares legal and organizational materials and documents referring to the Danube Commission’s activity.
  • Exercises due diligence of the legal and organizational materials and documents of the Danube Commission as well as of the legal status of inland navigation in the Member States of the Commission.
  • Studies and summarizes materials and documents of international organizations of interest to the Danube Commission in the legal and organizational fields; for this purpose, maintains practical contacts with international organizations on the matters related to the unification, harmonization and mutual recognition of documents as well as for addressing other legal issues in liaison with the respective Counsellors.
  • Prepares verbal notes, keeps credentials of the Representatives of the Commission’s Member States and their Deputies.
  • Keeps a record of personnel files of functionaries and employees of the Secretariat, prepares employment contracts, ordinances and instructions within the Secretariat, controls the correct application of documents regulating the rights and duties of functionaries and employees.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General.
CHIEF ENGINEER

Mr. Pjotr Semyonovich Suvorov

  • Works under the supervision of the Director-General of the Secretariat.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Replaces the Director-General in case of his absence on matters in his area of competence.
  • Participates in coordination with the Director-General in international institutional cooperation.
  • Supervises the work of the Counsellors for Nautical issues, for Hydrotechnical and Hydrometeorological issues, for Development of Danube Navigation, for Technical issues relating to Inland Navigation Vessels, for Development of Cargo and Passenger Transport, Ports and Logistics Service, for Environmental and other Technical issues. Organizes and coordinates their activity to ensure timely and quality performance of their tasks specified in the Regulation on the Secretariat of the Danube Commission and its activities and in Work plans of the Danube Commission, including with regard to preparations for and convening of the meetings of the working groups, expert meetings, drafting Reports thereon.
  • Coordinates the accomplishment of works performed by the above Counsellors involving technician for computer graphics and IT-Administration, including works on economic and statistical analysis.
  • Prepares the Commission’s documents on security of inland water transport

Performs other tasks of the Secretariat of the Danube Commission and handles assignments of the Director-General.

COUNSELLOR FOR NAUTICAL ISSUES
Mr. Igor Alexander

  • Works under the supervision of the Chief Engineer.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Prepares documents of the Commission on the following matters: fairway buoyage and marking system, rules of navigation, rules of river surveillance, utilization of new technical equipment and application of new sailing methods, elaboration of requirements for vocational training of Danube boatmasters and issuance of appropriate licenses to them, publication of pilot charts, sailing directions, guides and other manuals for navigational needs.
  • Collects and processes, in his area of competence, economic and statistical data of the Member States for publication, analyses and compares them with other basins’ indicators; prepares the Commission’s documents in this field on navigation economics and statistics and commercial transport conditions on inland waterways and prepares for publication statistical yearbooks and compendiums.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General and the Chief Engineer.
COUNSELLOR FOR HYDROTECHNICAL AND HYDROMETEOROLOGICAL ISSUES

Mr. Peter Čaky

  • Works under the supervision of the Chief Engineer.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Develops Plan for major works on the Danube in the interests of navigation based the proposals and projects of the Danube States and special river administrations.
  • Participates in consultations with the Danube States and special river administrations on issues related to the hydrotechnical works to ensure and improve navigation on the Danube, to conduct major and regulatory works on the Danube and to prepare projects for the development of Danube waterway.
  • Prepares the Commission’s documents on matters concerning river engineering works and structures, elaboration and establishment of fairway parameters, maintenance, development and classification of waterways, navigational conditions and their improvement, provision of navigation with hydrometeorological information, definition of values of low navigation and regulation level and high navigation level.
  • Prepares for publication information on maintenance of navigable fairway and on critical sections on the Danube as well as hydrometeorological yearbooks and compendiums.
  • Based on proposals by the Member States of the Danube Commission, prepares working documents for the DC’s sessions, meetings of working groups and expert meetings on hydrotechnical and hydrometeorological issues.
  • Collects and processes, in his area of competence, economic and statistical data of the Member States for publication, analyses and compares them with other basins’ indicators; prepares the Commission’s documents in this field on navigation economics and statistics and commercial transport conditions on inland waterways and prepares for publication statistical yearbooks and compendiums.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General and the Chief Engineer.
COUNSELLOR FOR TECHNICAL ISSUES

RELATING TO INLAND NAVIGATION VESSELS

Mr. Sergey Kirilov Tzarnakliyski

  • Works under the supervision of the Chief Engineer.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Prepares documents of the Commission on matters related to the technical requirements for vessels and their equipment, for radar stations, radiocommunication facilities and other modern navigation facilities, vessels and ports equipped with technical facilities.
  • Participates in updating the European Standard laying down Technical Requirements for Inland Navigation vessels (ES-TRIN) in the framework of the European Committee for drawing up standards in the field of inland navigation (CESNI).
  • Collects and processes, in his area of competence, economic and statistical data of the Member States for publication, analyses and compares them with other basins’ indicators; prepares the Commission’s documents in this field on navigation economics and statistics and commercial transport conditions on inland waterways and prepares for publication statistical yearbooks and compendiums.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General and the Chief Engineer.
COUNSELLOR FOR TRANSPORT, EXPLOITATION, PORT DEVELOPMENT AND ENVIRONMENTAL ISSUES

Mr. Dejan Trifunović

  • Works under the supervision of the Chief Engineer.
  • Deals with cargo and passenger transport, ports and port operations; water management according to navigational conditions.
  • Prepares documents on organizing the collection of waste (oily and greasy waste, waste water, refuse) from vessels operating on the Danube.
  • Prepares materials for the Expert Meeting on Ship-generated waste.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in his area of competence.
  • Studies and summarizes materials and documents on the topic “Transport integration on the Danube (navigation) into international logistics chains and improvement of logistics services on the Danube”.
  • Participates in the development and implementation of projects promoting regional and sub-regional cooperation.
  • Actively involved in the activity of the Priority area 1 а) (PA 1 а) of the EU Strategy for the Danube region (EUSDR PA 1a (Waterways mobility)).
  • Deals with the implementation of the Joint Statement on Guiding Principles for the Development of Inland Navigation and Environmental Protection in the Danube River Basin, signed by the Danube Commission, the International Commission for the Protection of the Danube River and the International Commission for the Sava River Basin.
  • Performs other tasks of the Secretariat of the Danube Commission in his area of competence and handles assignments of the Director-General and the Chief Engineer.
COUNSELLOR FOR INTERNATIONAL COOPERATION AND PUBLIC RELATIONS

Ms. Oana Florescu

  • Works under the supervision of the Director-General.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in her area of competence.
  • Participates, in coordination with the Director-General, in international institutional cooperation. Responsible for the preparation of necessary documents regarding participation of the Danube Commission in international cooperation.
  • Responsible for issuing publications of the Danube Commission in liaison with the Chief Engineer and the relevant Counsellors.
  • Participates in the development, coordination and implementation of international projects in which the Danube Commission is involved.
  • Responsible for the work of the group composed of interpreters, proofreaders-editors, typists, interpreter-archivist, librarian and technician-polycopyist. Coordinates and ensures works related to the interpretation, including simultaneous translation, proofreading, printing and reproducing; responsible for the processing of documents for the meetings and sessions; prepares, in collaboration with the Deputy Director-General for Administrative and Financial Affairs, the organizational part of the sessions and meetings.
  • Responsible for the work of the archive and library; ensures registration of incoming and outgoing postal items, record keeping and storage as well as the sale of publications at prices agreed with the Deputy Director-General for Administrative and Financial Affairs.
  • Organizes press communication, prepares for the Presidency of the Danube Commission and the Secretariat documents for interview and press conferences, provides additional information, responsible for the public relations and updating of information on the Danube Commission’s website.
  • Performs other tasks of the Secretariat of the Danube Commission in her area of competence and handles assignments of the Director-General.
COUNSELLOR FOR DEVELOPMENT OF DANUBE NAVIGATION

Ms. Marijana Cindrić

  • Works under the supervision of the Chief Engineer.
  • Consults the Commission and promotes its work; represents the Secretariat of the Commission, under the mandate received from the Director-General; maintains continuous contacts with the Member States’ institutions, international organizations and other stakeholders; makes proposals and provides information, reports and publications in her area of competence.
  • Elaborates strategies and development concepts for Danube navigation.
  • Contributes to the attraction of investments aimed at capacity building for the Danube transport corridor, developing navigation and navigation infrastructure, combined and multimodal transport, logistic and transport technological systems of cargo transport, water tourism and recreational navigation.
  • Provides coordination of the vocational training processes in the field of the safety of vessels, port facilities and security management system for Danube navigation with regard to the specialized state structures, educational institutions, ship-owners associations and respective shipping companies of the Danube region.
  • Participates in the development and implementation of projects contributing to the development of the regional and sub-regional cooperation.
  • Interacts with the scientific research, humanitarian and educational institutions aimed at the creation and reinforcement of cultural and public ties between the Commission’s Member States and other states.
  • Makes, in her area of competence, proposals to streamline activities of the Secretariat of the Commission and to modify its internal organizational structure in the interests of the fullest and the most effective accomplishment of the tasks and objectives assigned to the Secretariat in light of the provisions of the Convention on the regime of navigation on the Danube and agreed decisions in the framework of the Preparatory Committee on the revision of the provisions of the Belgrade Convention.
