The Secretariat of the Danube Commission

Director General:
Mr. Istvan Valkar

  • Under the general superintendence of the President and the Secretary of the Danube Commission assures the activity of the Secretariat, coordinates work of functionaries and employees and bears responsibility for all tasks to be accomplished, which are facing the Secretariat of the Commission;
  • Assures and coordinates the cooperation of the Secretariat with international organizations.

Deputy Director General of the Secretariat of the Danube Commission for the Development of the Danube Navigation and Administrative Issues
Mr. Piotr Suvorov

  • Elaborates strategy and introduces drafts on the development of the Danube navigation;
  • Prepares proposals on the activity optimization of the Secretariat of the Commission and modification of its internal organizational structure in the interests of the fullest and most effective accomplishment of the tasks and objectives, incumbent on the Secretariat in light of the provisions of the Convention on the regime of navigation on the Danube and the concerted decisions within the framework of the Preparatory Committee on the revision of the provisions of the Belgrade Convention;
  • Organizes and controls activities related to sessions, meetings and other events of the Commission to be held.

Chief Engineer
Mr. Karol Anda

  • Superintends the work of Counsellors for Nautical Issues, for IW Maintenance, for IW Exploitation and Environmental Issues, for Economical and Statistical Analysis. Organizes and coordinates their activity as well as bears responsibility for tasks to be accomplished by them in due time and in a quality manner defined under its duties;
  • Replaces the Director General in case of his absence.

Counsellor for Nautical Issues
Mr. Petar Margic

  • Prepares documents of the Commission on the following questions: nautical conditions system, rules of navigation, navigation regulations, rules of fluvial surveillance, utilization of new technical equipment and application of new methods of navigation, elaboration of requirements for the Danube boatmaster training and the issuance of appropriate licenses for them, publication of pilot charts, sailing directions, guides and other manuals for the navigational needs.

Counsellor for Technical Issues
Mr. Danail  Nedialkov

  • Prepares documents of the Commission on matters related to the technical requirements for vessels and its equipment, to the utilization of the radar stations, of the radiocommunication facilities and other modern navigational facilities, the vessels and ports equipped with technical facilities, including facilities for the prevention of the Danube waters pollution caused by navigation.

Counsellor for Inland Waterways Maintenance
Mr. Horst Schindler

  • Prepares documents of the Commission on matters related to the hydrotechnical works and structures, to the elaboration and establishment of the fairway clearance, to the maintenance, to the reconstruction and to the classification of waterways, to the navigational conditions and its improvement, to the provision of navigation with hydrometeorological information, to the definition of values of low navigation and regulation level and high navigation level;
  • Prepares for publication information on maintenance of the fairway and on critical sections on the Danube as well as hydrometeorological yearbooks and reference books.

 

Counsellor for Inland Waterways Exploitation and Environmental Issues
Mrs. Ivana Kunc

  • Prepares documents of the Commission on matters related to the passenger transport, to the transport of goods, including dangerous goods, combination and progressive transport systems, dock operations, prevention of the Danube waters pollution caused by navigation, as well as custom, sanitary, veterinary and phytosanitary transportation support.

Counsellor for Economical and Statistical Analysis
Mrs. Irina Smirnova

  • Collects and operates economical and statistical data, received from the member states, intended for further publication, analyses and compares them with other basins' indicators; prepares documents of the Commission on matters related to the navigation economy and statistics and commercial transport conditions on inland waterways;
  • Prepares for publication statistical yearbooks and data books.

Counsellor for Legal Issues
Mr. Ciprian Popa

  • Prepares legal and organizational documents and official acts referring to the Danube Commission activity;
  • Effects due diligence of documents and official acts of the Danube Commission, as well as legal status of inland navigation in the member states of the Commission;
  • Keeps a record of personal files of functionaries and employees of the Secretariat, prepares employment contracts, regulations and instructions within the Secretariat, controls the correct documents application, regulating the rights and duties of functionaries and employees.

 

Counsellor for Financial Issues
Mr. Alexander F. Stemmer

  • Prepares documents of the Commission on matters related to the financial activity of the Danube Commission, to the budget planning and execution, to the financial and accounting operations; holds responsibility for accounting and adequate funds usage; maintains accounting of material values of the Commission; assures control and registration of the incoming accounts; calculates costs of publications of the Danube Commission in concert with Counsellor for Publications and Public Relations.

Counsellor for Publications and Public Relations
Mr. Andrey Toma

  • Holds responsibility for issuing publications of the Danube Commission in concert with the Chief Engineer and the other Counsellors concerned;
  • Holds responsibility for the work of the group composed of interpreters, proofreaders, typists, archivist, librarian and technician-polycopyist. Coordinates and assures works related to the translation, to the proofreading, to the printing, to the duplicating as well as holds responsibility for meeting and session documents processing; prepares in concert with the Counsellor for Administrative Issues organizational part of sessions and meetings, assures simultaneous translation;
  • Holds responsibility for the archive and library operation; assures registration of incoming and sending postal items, record keeping and storage, as well as sales of publications at prices, agreed with Counsellor for Financial Issues;
  • Organizes press communication, prepares for the senior officials of the Danube Commission and the Secretariat documents for interview and press conferences, provides with additional information, holds responsibility for the public relations and information updating on the Danube Commission website.
