Officers of the Secretariat

Director-General
Mr. Petar Margić

  • Under the overall direction of the President and the Secretary of the Danube Commission ensures the activity of the Secretariat, coordinates the work of functionaries and employees and assumes responsibility for the accomplishment of all tasks facing the Secretariat of the Commission.
  • Launches initiatives at the meetings of the Representatives and experts.
  • Ensures and coordinates cooperation of the Secretariat with international organizations.
  • Appoints and dismisses the employees of the Secretariat, upon their appointment considering the equitable distribution of positions among the Member States of the Danube Commission, bearing in mind their proposals and considering the necessity of economical use of financial resources.
  • Accomplishes other tasks of the Secretariat of the Danube Commission as well as instructions of the President and the Secretary.

Deputy Director-General for Development of Danube Navigation
Mr. Pjotr Semyonovich Suvorov

  • Works under the direction of the Director-General of the Secretariat.
  • Replaces the Director-General in case of his absence on matters within the area of his competence.
  • Participates in coordination with the Director-General in international institutional cooperation.
  • Elaborates strategies and development concepts for the Danube navigation.
  • Contributes to the attraction of investments aimed at building capacity of the Danube transport corridor, developing navigation and navigation infrastructure, combined and multimodal transport, logistic and transport technological systems of freight transport, nautical tourism and recreational navigation.
  • Provides coordination of the professional education and training processes in the field of the surveillance of vessels, port facilities and security management system for the Danube navigation with regard to the specialized state structures, educational institutions, associations of ship-owners and respective shipping companies of the Danube region.
  • Participates in the development and implementation of projects contributing to the development of the regional and sub-regional cooperation.
  • Interacts with the scientific research, humanitarian and educational institutions of the region in the interests of creation and reinforcement of cultural and public ties between the Commission's Member States and other states.
  • Prepares, within the area of his competence, proposals for the optimization of the activities of the Secretariat of the Commission and for the modification of its internal organizational structure in the interests of the fullest and the most effective accomplishment of the tasks and objectives assigned to the Secretariat in light of the provisions of the Convention on the regime of navigation on the Danube and the concerted decisions in the framework of the Preparatory Committee on the revision of the provisions of the Belgrade Convention.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General.

Deputy Director-General for Administrative and Financial Issues
Mr. Alexander F. Stemmer

  • Works under the direction of the Director-General of the Secretariat.
  • Replaces the Director-General in case of his absence on matters within the area of his competence.
  • Participates in coordination with the Director-General in international institutional cooperation.
  • Prepares documents on matters related to the financial activity of the Danube Commission, development and execution of budget, financial and accounting operations.
  • Performs responsibility for the accounting and proper expenditure of funds; maintains accounting of material values of the Commission.
  • Ensures control and registration of the incoming accounts; calculates costs of the publications of the Danube Commission in collaboration with the Counsellor for Publications and Public Relations.
  • Performs responsibility for the accomplishment of administrative and technical tasks related to the procurement, maintenance, reparation and safety of property of the Danube Commission, usage of computer equipment and telecommunications (telephone, fax, internet).
  • Organizes and controls administrative and technical activities related to the holding of sessions, meetings and other events of the Commission, organizes inventory of property of the Commission and participates therein.
  • Prepares, within the area of his competence, proposals for the optimization of the activities of the Secretariat of the Commission and for the modification of its internal organizational structure in the interests of the fullest and the most effective accomplishment of the tasks and objectives assigned to the Secretariat in light of the provisions of the Convention on the regime of navigation on the Danube and the concerted decisions in the framework of the Preparatory Committee on the revision of the provisions of the Belgrade Convention.

Chief Engineer
Mr. Horst Schindler

  • Works under the direction of the Director-General of the Secretariat.
  • Replaces the Director-General in case of his absence on matters within the area of his competence.
  • Participates in coordination with the Director-General in international institutional cooperation.
  • Directs the work of the Counsellors for Nautical Issues, for Technical Issues, for Maintenance of Navigable Waterway, for Exploitation and Environmental Issues, for Economic and Statistical Analysis. Organizes and coordinates their activity as well as holds responsibility for the tasks to be accomplished by them in due time and in a quality manner defined under their duties.
  • Coordinates the accomplishment of works performed by the Counsellors of technical block and technician for computer graphics.
  • Accomplishes other tasks of the Secretariat of the Danube Commission as well as instructions of the Director-General.

Counsellor for Nautical Issues
Mr. Imre Matics

  • Works under the direction of the Chief Engineer.
  • Prepares documents of the Commission on the following matters: fairway buoyage and marking system, rules of navigation, rules of river surveillance, utilization of new technical equipment and application of new methods of conducting a vessel, elaboration of requirements for education and training of the Danube boatmasters and issuance of appropriate licenses to them, publication of pilot charts, sailing directions, guides and other manuals for navigational needs.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General and the Chief Engineer.

Counsellor for Technical Issues
Mr. Sergey Kirilov Tzarnakliyski

  • Works under the direction of the Chief Engineer.
  • Prepares documents of the Commission on matters related to the technical requirements for vessels and their equipment, utilization of radar stations, of radiocommunication facilities and other modern navigational facilities, vessels and ports equipped with technical facilities, including facilities for the prevention of the Danube waters pollution caused by navigation.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General and the Chief Engineer.

Counsellor for Maintenance of Navigable Waterway
Mr. Peter čaky

  • Works under the direction of the Chief Engineer.
  • Prepares documents of the Commission on matters related to the river engineering works and structures, elaboration and establishment of the fairway parameters, maintenance, development and classification of waterways, navigational conditions and their improvement, provision of navigation with hydrometeorological information, definition of values of low navigation and regulation level and high navigation level.
  • Prepares for publication information on the maintenance of navigable fairway and on critical sections on the Danube as well as hydrometeorological yearbooks and reference books.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General and the Chief Engineer.

Counsellor for Exploitation and Environmental Issues
Mr. Dejan Trifunović

  • Works under the direction of the Chief Engineer.
  • Prepares documents of the Commission on matters related to the passenger transport, freight transport, including dangerous goods, combination and progressive transport systems, port operations, prevention of the Danube waters pollution caused by navigation as well as custom, sanitary, veterinary and phytosanitary transportation support.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General and the Chief Engineer.

Counsellor for Economic and Statistical Analysis
Mrs. Irina Anatolyevna Smirnova

  • Works under the direction of the Chief Engineer.
  • Collects and processes economic and statistical data of the Member States intended for further publication, analyses and compares them with other basins' indicators; prepares documents of the Commission on matters related to the navigation economy and statistics and commercial transport conditions on inland waterways.
  • Prepares for publication statistical yearbooks and data books.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General and the Chief Engineer.

Counsellor for Legal Issues
Mr. Felix Zaharia

  • Works under the direction of the Director-General.
  • Prepares legal and organizational materials and documents referring to the Danube Commission's activity.
  • Exercises due diligence of the legal and organizational materials and documents of the Danube Commission as well as of the legal status of inland navigation in the Member States of the Commission.
  • Studies and summarizes materials and documents of international organizations of interest to the Danube Commission in the legal and organizational fields, for this purpose, maintains contacts with international organizations on the matters related to the unification, harmonization and mutual recognition of documents as well as for addressing other legal issues in collaboration with the respective Counsellors.
  • Prepares verbal notes, keeps credentials of the Representatives of the Member-States of the Commission and their Deputies.
  • Keeps a record of personal files of functionaries and employees of the Secretariat, prepares employment contracts, regulations and instructions within the Secretariat, controls the correct application of documents regulating the rights and duties of functionaries and employees.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General.

Counsellor for Publications and Public Relations
Mrs. Olga Rotaru

  • Works under the direction of the Director-General.
  • Holds responsibility for issuing publications of the Danube Commission in collaboration with the Chief Engineer and the other Counsellors concerned.
  • Performs responsibility for the work of the group composed of interpreters, proofreaders-editors, typists, interpreter-archivist, librarian and technician-polycopyist. Coordinates and ensures works related to the interpretation, proofreading, printing and reproducing as well as performs responsibility for the processing of the documents for the meetings and sessions; prepares, in collaboration with the Deputy Director-General for Administrative and Financial Issues, the organizational part of the sessions and meetings, ensures simultaneous interpretation.
  • Performs responsibility for the work of the archive and library; ensures registration of incoming and outgoing postal items, record keeping and storage as well as sales of publications at prices agreed with the Deputy Director-General for Administrative and Financial Issues.
  • Organizes press communication, prepares for the Presidency of the Danube Commission and the Secretariat documents for interview and press conferences, provides additional information, performs responsibility for the public relations and information updating on the Danube Commission's website.
  • Accomplishes other tasks of the Secretariat of the Danube Commission, within the area of his competence, as well as instructions of the Director-General.
